Lima (EFE). – It’s been two years since Dina Baluarte smoothly took office as president of Peru, 24 months during which her mandate was embroiled in judicial scandals that put the head of state in a legal storm with investigations that include leaving office, corruption or concealment.
Elected vice president in the 2021 elections, her arrival as head of state was marked by the failed coup of her predecessor Pedro Castillo, which was followed by a wave of protests, the repression of which led to 49 deaths at the hands. public force, led to the opening of the first investigation against him.
The tortuous path of justice in Peru must in all cases go through constitutional denunciation, a special procedure that applies to top government officials who enjoy immunity. Death of people at protests
The first investigation opened against Boluarte was for the crimes of murder, genocide and grievous bodily harm during anti-government protests in late 2022 and early 2023.
Congress did not accept the first complaint by then-Attorney General Patricia Benavidez, so she had to file it.
However, the second investigation of the prosecutor’s office in the same case, as well as in crimes related to murder and bodily harm, continues and seeks to find out whether the president was responsible for the death of people, that is, whether her orders were the cause of death, that which his defense denies.
“Rolexgate”, Boluarte’s most famous scandal in Peru
The most high-profile case was initiated on the fact of luxury watches and jewelry that Baluarte wore and which he did not declare.
The investigation split the case into two processes, one related to the receipt of these luxury items, which has already led to a constitutional bribery complaint that received first approval in a congressional subcommittee and is set to receive a final green light in full.
The second one was initiated in the criminal case on illegal enrichment, in which the justice rejected the request of the defense of the head to preserve the archive, considering that the period of the investigation has expired.
An alleged cover-up for her former manager
Probably the most confusing case. Until 2022, Baluarte was active in the Perú Libre party, a group associated with traditional Marxism and with an all-powerful Cuban-trained leader who aspired to Castro’s caudilism: Vladimir Cerron.
The politician was convicted of corruption since he was the regional governor and hid from justice for more than a year. Boluarte’s ties to his former leader and the failure of the police to arrest him have given rise to all kinds of speculation.
They were prompted by the presence of the presidency’s official car in the area where the police were looking for Cerron. According to the president’s lawyer, due to the lack of answers from Boluarte, the prosecutor’s office opened an investigation against him for alleged concealment.
Dark meetings
In October of last year, Boluarte made a surprise appearance at the prosecutor’s office to testify in another investigation into the reception of then-Attorney General Patricia Benavidez for the alleged purpose of filing a complaint against her in exchange for keeping the police director.
The former prosecutor was fired for interfering in an investigation against her sister, Judge Enma Benavidez, and is also accused of allegedly running an influence-peddling ring.
The Public Ministry said the governor was being investigated for allegedly committing the crime of illegal passive bribery to the detriment of the state for allegedly accepting from Benavidez a “promise to archive” the genocide investigation in exchange for not removing the then commanding general from office. The last open scandal was caused by a nose operation in 2023, the consequences of which were obvious, which neither Boluarte nor his team wanted to confirm, given that it was his private life.
