Last week, the Secretariat for Investment Partnership (SPI) and for Environment, Infrastructure and Logistics (Semil) organized a “kick-off meeting” (initial meeting) to discuss the waterways project qualified in the São Paulo State Investment Partnership Program (PPI-SP) earlier this year.

The project involves the concession of the collective public service of waterways of 14 crossings, eight of which are coastal, three of the Empresa Metropolitana de Águas e Energia (Emae) ferry system and three in the Paraibuna reservoir.

Coastal crossings: San Sebastian Illabella, on the north coast; Santos Vicente de Carvalho, Santos Guaruja and Bertioga Guaruja, on the Central Coast; Cananéia-Ilha Comprida, Iguapé-Juréia, Cananéia-Continente and Cananéia-Ariri, on the southern coast. Currently, the operation is carried out directly by the Semila Waterways Department (DH).

The operation, carried out by Emae, in the São Paulo Metropolitan Region, includes Barare, Tacquasetuba and João Bassa. At the Paraibuna Reservoir, ferries serve the Valle do Paraíba region (Porto Paraitinga, Porto Nativida da Serra and Porto Virginha), which is also operated by DH.

The research will be coordinated and carried out by the Companhia Paulista de Parcerias (CPP) with specialized technical support from the Fundação Instituto de Pesquisas Econômicas (Fipe). Together, they will assess the feasibility of incorporating environmental, social and corporate governance (ESG) strategies into the delivery of the service to future private partners. The auction is scheduled for early 2025.
