The government announces a record investment of R$ 657 million in the health economic-industrial complex – Dourados Agora

In 2023, the Health Economic-Industrial Complex (CEIS) received the largest investment ever provided annually by the Ministry of Health, R$ 657 million, included in the New PAC. This record performance was achieved thanks to a series of efforts that included the increase of drug production capacity in Farmanguinhos (from Fundação Oswaldo Cruz/Fiocruz), the development of advanced cancer cell therapy products and an innovative technological platform in the field of mRNA in collaboration with Instituto Butantan and Biomanguinhos/Fiocruz, a new serum platform, in addition to investing in innovation for medical devices and equipment, with the Brazilian Industrial Research and Innovation Company (Embrapii).

The Ministry of Health estimates that it will contribute an additional 8.1 billion reais to the CEIS between 2024 and 2026. Thanks to these investments, the government is advancing the country’s reindustrialization strategy in one of the most important sectors of Brazilian industrial policy – healthcare. In addition to resources from the Ministry of Health, there is a forecast of private investment and public funding from other bodies for production and innovation totaling R$42.1 billion over four years.

At the plenary meeting of the Executive Group of the Health Economic-Industrial Complex (GECEIS) at the Brazilian International Conference Center in Brasilia, Minister of Health Nicia Trindade participates in the signing of four decrees and the opening of two public consultations that formalize the National Strategy for the Development of the Health Economic-Industrial Complex, launched on September 26 by the President of the Republic, Luis Inacio Lula da Silva.

One of the decrees establishes the Matrix of production and technological problems in the field of health care, the others are the following structural programs of CEIS: Program for neglected populations and diseases; Program for the preparation of vaccines, sera and blood products; and the Program for the expansion and modernization of the infrastructure of the economic and industrial complex of health care All are scheduled to be published this Friday (8).

The opening of public consultations, in turn, is aimed at stimulating public participation in the development of policies for two other structural programs: the Partnership Program for Productive Development and the Local Development and Innovation Program. This set of actions coincides with the formulation of the National Strategy for the Development of CEIS, providing for funding, international cooperation, progress in the regulatory and legal framework and partnership with state and municipal authorities.

The ultimate goal is to expand the national production of priority goods for the SUS and reduce Brazil’s dependence on foreign resources, drugs, vaccines and other health goods. Greater national autonomy is essential to reduce the sector’s vulnerability and ensure universal access to health care for all. One of the priorities is to increase the production of products that help in the prevention, diagnosis and treatment of socially determined diseases, such as tuberculosis, Chagas disease, viral hepatitis, HIV. But the initiative also includes investments to address public health issues such as chronic diseases (cancer, cardiovascular, diabetes and immunological diseases), dengue fever, health emergencies and orthopedic injuries.

The Brazilian government aims to provide SUS with local products and technologies, and to stop the health trade deficit from growing by 80% in 10 years. In 2013, the deficit was $11 billion. It currently stands at US$20 billion.

The health care sector accounts for 10% of the gross domestic product (GDP), guarantees the creation of 25 million direct and indirect jobs and accounts for 1/3 of the country’s scientific research. Brazil’s strategic position as a large domestic market demonstrates the capacity for growth and expansion of this sector of the Brazilian economy.
